晚上好！時(shí)隔5年，再次來(lái)到澳門(mén)這塊美麗的土地，和大家共同慶祝澳門(mén)回歸祖國(guó)25周年，感到十分高興。首先，我代表中央政府和全國(guó)各族人民，向在座各位并通過(guò)你們，向全體澳門(mén)居民和關(guān)心支持澳門(mén)發(fā)展的國(guó)際友人致以誠(chéng)摯問(wèn)候和良好祝愿！

Good evening. It is my great pleasure to return to the beautiful Macao after a span of five years and join you in celebrating the 25th anniversary of Macao's return to the motherland. On behalf of the Central Government and people of all ethnic groups, I extend cordial greetings and best wishes to you and, through you, to all the residents in Macao and to all our international friends who care for and support Macao's development.

過(guò)去5年，是澳門(mén)歷史上很不平凡的5年。面對(duì)世界百年變局加速演進(jìn)和世紀(jì)疫情嚴(yán)峻考驗(yàn)，賀一誠(chéng)行政長(zhǎng)官和第五屆特別行政區(qū)政府在中央政府和祖國(guó)內(nèi)地大力支持下，團(tuán)結(jié)帶領(lǐng)澳門(mén)社會(huì)各界，迎難而上、務(wù)實(shí)有為，推動(dòng)經(jīng)濟(jì)持續(xù)回升向好，各項(xiàng)事業(yè)全面進(jìn)步，譜寫(xiě)了具有澳門(mén)特色的“一國(guó)兩制”成功實(shí)踐的嶄新篇章。

The past five years have been extraordinary in the history of Macao's development. Against the background of accelerating global transformation not seen in a century and the once-in-a-century pandemic, with the unreserved support of the Central Government and the mainland, Chief Executive Ho Iat Seng and the fifth-term government of the Macao Special Administrative Region (SAR) rallied and led the people of all sectors in Macao to rise to the challenges, made results-oriented efforts, ensured a steady economic recovery and achieved progress in all undertakings. Macao has written a new chapter in the successful implementation of One Country, Two Systems with Macao characteristics.

——經(jīng)濟(jì)適度多元發(fā)展取得新成效。博彩業(yè)依法健康有序發(fā)展，世界旅游休閑中心內(nèi)涵不斷豐富，重點(diǎn)新興產(chǎn)業(yè)生機(jī)蓬勃。積極參與粵港澳大灣區(qū)建設(shè)，琴澳一體化深入推進(jìn)，橫琴粵澳深度合作區(qū)封關(guān)運(yùn)行，基礎(chǔ)設(shè)施“硬聯(lián)通”和規(guī)則機(jī)制“軟聯(lián)通”水平提升。同內(nèi)地科技合作深化拓展，“澳門(mén)科學(xué)一號(hào)”探測(cè)衛(wèi)星成功發(fā)射并運(yùn)行良好。今天的澳門(mén)，經(jīng)濟(jì)發(fā)展基礎(chǔ)更堅(jiān)實(shí)、空間更廣闊，和祖國(guó)內(nèi)地同發(fā)展共繁榮的道路越走越寬廣。

-- Macao has made new progress in appropriate economic diversification. With the gaming industry developing in a healthy and orderly manner in accordance with the law, Macao, as a world-class tourism and leisure center, continues to offer new services, and major emerging industries are booming. Macao has taken an active part in the development of the Guangdong-Hong Kong-Macao Greater Bay Area. The Hengqin-Macao integration is deepening, as the In-Depth Cooperation Zone goes into closed customs operation, and the levels of physical connectivity of infrastructure and institutional connectivity of rules increase. Macao's cooperation with the mainland in science and technology is also deepening and expanding. The successful launch and smooth operation of "Macao Science 1" satellites is just one example. Today's Macao enjoys a stronger foundation and broader space for economic development. It is on an ever-widening path of shared development and common prosperity along with the mainland.

——民生福祉水平邁上新臺(tái)階。積極回應(yīng)居民訴求，持續(xù)加大民生投入，扎實(shí)辦好住房、醫(yī)療、教育、養(yǎng)老等惠民實(shí)事。長(zhǎng)者公寓和“澳門(mén)新街坊”項(xiàng)目落成，澳門(mén)大橋建成通車(chē)，基礎(chǔ)教育質(zhì)量不斷提高，高等教育事業(yè)持續(xù)進(jìn)步，電子政務(wù)加速普及，宜居城市加快建設(shè)，居民生活舒適度顯著提升。今天的澳門(mén)，民生保障更加有力有效，社會(huì)事業(yè)全面發(fā)展，成為安居樂(lè)業(yè)的一方福地。

-- Macao has reached a new level in improving people's well-being. To meet the practical needs of its residents, Macao has increased spending on improving the people's well-being and taken solid steps on the ground to deliver tangible benefits to residents in areas that directly impact their lives, including housing, health care, education, and elderly care. The apartments for senior citizens and the Macao New Neighborhood project are completed. The Macao Bridge is open to traffic. The quality of basic education continues to improve, and the sector of higher education is making steady progress. The region-wide application of e-government is on a fast track and the efforts to build Macao into a more livable city are intensifying. Local residents enjoy remarkably greater comfort and convenience. With public well-being better secured and social undertakings making all-round progress, Macao today has become a pleasant and favorable place to live and work in.

——愛(ài)國(guó)愛(ài)澳政治社會(huì)基礎(chǔ)日益鞏固。完善特別行政區(qū)維護(hù)國(guó)家安全的法律和制度機(jī)制，順利舉行第七屆立法會(huì)選舉和第六任行政長(zhǎng)官選舉，澳門(mén)居民的民主、人權(quán)、自由等權(quán)利得到充分保障。加強(qiáng)憲法和基本法、國(guó)情國(guó)史和國(guó)家安全教育，全社會(huì)牢固樹(shù)立國(guó)家民族觀(guān)念、厚植家國(guó)情懷。不同族群友好相處，文化盛事精彩紛呈。今天的澳門(mén)，愛(ài)國(guó)愛(ài)澳主旋律更加響亮，多元文化共存共榮的特色愈發(fā)彰顯。

-- Macao's political and social foundation, rooted in love for the Chinese nation and love for Macao, is more solid and strong. The laws and institutional mechanisms of the Macao SAR for safeguarding national security are improved. Elections of the seventh Legislative Assembly and the sixth-term Chief Executive have been held smoothly. Macao residents' rights, including democracy, human rights and freedoms, remain fully guaranteed. The Macao SAR has strengthened its public education of the Constitution, the Basic Law, the national conditions and history, and the national security. As a result, people of all sectors now have a stronger sense of national identity and cherish deep feelings for our nation as much as they love their family. People of all ethnic communities live in amity, and cultural events are colorful and numerous. In Macao today, more than ever, the love for the Chinese nation and the love for Macao have become a stronger theme in a multicultural symphony that features coexistence and co-prosperity.

——國(guó)際影響力和知名度大幅提升。深入推進(jìn)“一中心、一平臺(tái)、一基地”建設(shè)，成立中國(guó)－葡語(yǔ)系國(guó)家科技交流合作中心，同葡語(yǔ)國(guó)家交流合作更加密切。深化同高質(zhì)量共建“一帶一路”國(guó)家和地區(qū)合作，擴(kuò)大締結(jié)友好城市、姊妹城市范圍，同更多國(guó)家和地區(qū)建立了穩(wěn)定的經(jīng)貿(mào)關(guān)系。澳門(mén)獲評(píng)“東亞文化之都”、“最佳亞洲會(huì)議城市”等稱(chēng)號(hào)，國(guó)際競(jìng)爭(zhēng)力和影響力進(jìn)一步提升。

-- Macao's international influence and visibility have risen significantly. Solid progress has been made in establishing Macao as "One Center, One Platform, One Base." The Center for Science and Technology Exchange and Cooperation Between China and Portuguese-Speaking Countries has been inaugurated, and Macao's exchange and cooperation with Portuguese-speaking countries are closer. Macao has deepened cooperation with countries and regions participating in high-quality Belt and Road cooperation and established friendly ties or twinning relationships with more cities. It has also maintained stable economic and trade ties with more countries and regions. Macao has been awarded the Culture City of East Asia and the Best Convention City (Asia). Its international competitiveness and influence has been enhanced.

這5年澳門(mén)發(fā)展取得的顯著成績(jī)，得益于全面準(zhǔn)確貫徹“一國(guó)兩制”方針，得益于中央政府和祖國(guó)內(nèi)地大力支持，得益于國(guó)際社會(huì)積極參與，是特別行政區(qū)政府團(tuán)結(jié)社會(huì)各界拼出來(lái)、干出來(lái)的。

These remarkable achievements of Macao over the past five years are attributable to the full and faithful implementation of the One Country, Two Systems policy, to the vigorous support of the Central Government and the mainland, and to the active involvement of the international community. They are the result of the hard work and all-out efforts of people of all sectors in Macao united under the leadership of the Macao SAR Government.

女士們、先生們！

Ladies and Gentlemen,

澳門(mén)擁有“一國(guó)兩制”這一獨(dú)特優(yōu)勢(shì)，已經(jīng)打下堅(jiān)實(shí)發(fā)展基礎(chǔ)，乘著強(qiáng)國(guó)建設(shè)、民族復(fù)興的浩蕩東風(fēng)，完全有條件有能力飛得更高、走得更遠(yuǎn)、實(shí)現(xiàn)更好發(fā)展。在這里，我對(duì)澳門(mén)提3點(diǎn)期許。

Macao's unique strength comes from the policy of One Country, Two Systems. The policy provides a strong foundation for Macao's development. Riding the wind of the national efforts to build a great country and advance national rejuvenation, Macao is blessed with the opportunities and abilities to soar higher and reach further to achieve greater success. To this end, I wish to share with you my three expectations of Macao.

一是登高望遠(yuǎn)。要著眼中華民族偉大復(fù)興戰(zhàn)略全局和世界百年變局，緊跟時(shí)代潮流，進(jìn)一步找準(zhǔn)自身定位，科學(xué)謀劃澳門(mén)未來(lái)發(fā)展，更加積極主動(dòng)對(duì)接粵港澳大灣區(qū)建設(shè)等國(guó)家發(fā)展戰(zhàn)略，在國(guó)際舞臺(tái)上展現(xiàn)更大作為。

First, I hope Macao will embrace a broader vision. The region should keep in mind China's strategic imperative of national rejuvenation and the ongoing global transformation not seen in a century. You must keep pace with the trends of the times, and further calibrate Macao's position. Macao needs to adopt a scientific approach in its future development planning, and proactively align itself with national development strategies such as the Guangdong-Hong Kong-Macao Greater Bay Area, and it could also seek to play a bigger role on the international stage.

二是海納百川。要在愛(ài)國(guó)愛(ài)澳旗幟下更加開(kāi)放包容、團(tuán)結(jié)聚力，廣納天下英才，共建美好澳門(mén)。只要擁護(hù)“一國(guó)兩制”方針，熱愛(ài)澳門(mén)這個(gè)家園，都是喝了“亞婆泉水”的澳門(mén)人，都是建設(shè)澳門(mén)的積極力量。

Second, I hope Macao will embrace diversity and inclusiveness. You should uphold the underlying values of love for the Chinese nation and love for Macao while embracing greater openness, inclusiveness and solidarity. You must work to attract the best minds to join you in building a better Macao. Whoever supports One Country, Two Systems and loves Macao as his home is a native "having drunk from Lilau" and a positive force contributing to Macao's development.

三是銳意進(jìn)取。“廣州諸舶口，最是澳門(mén)雄”，澳門(mén)人向來(lái)具有拼搏精神。富不可自滿(mǎn)，安不可忘危。要展現(xiàn)更大魄力，勇于變革、敢于創(chuàng)新，更好發(fā)揮“一國(guó)兩制”制度優(yōu)勢(shì)，開(kāi)創(chuàng)澳門(mén)發(fā)展新局面。

Third, I hope Macao will continue to forge ahead with resolve. An old Chinese poem has this line, "Macao is the most prosperous of all ports in Canton." People of Macao are never short on the can-do spirit. That said, one should never be complacent when life is prosperous, or ignore potential risks when the going is good. Macao needs to demonstrate stronger resolve and greater courage in reform and innovation. You could leverage your institutional strength under One Country, Two Systems to break new ground in the region's development.

女士們、先生們！

Ladies and Gentlemen,

今年是新中國(guó)成立75周年。經(jīng)過(guò)全國(guó)各族人民不懈奮斗，中國(guó)發(fā)生了滄海桑田的巨大變化，中華民族偉大復(fù)興進(jìn)入了不可逆轉(zhuǎn)的歷史進(jìn)程。澳門(mén)回歸祖國(guó)25周年，各項(xiàng)事業(yè)取得長(zhǎng)足進(jìn)步，迎來(lái)了發(fā)展的最好時(shí)期。我堅(jiān)信，有偉大祖國(guó)作堅(jiān)強(qiáng)后盾，澳門(mén)特別行政區(qū)一定能夠再接再厲、奮發(fā)有為，實(shí)現(xiàn)新飛躍、創(chuàng)造新輝煌。

This year marks the 75th anniversary of the founding of the People's Republic of China. Thanks to the relentless efforts of the Chinese people of all ethnic groups, China has changed enormously and remarkably. The great rejuvenation of the Chinese nation is now on an irreversible historical course. In the 25 years since its return to the motherland, Macao has come a long way in all its undertakings. There is no better time than now to pursue Macao's further development. I have full confidence that with the strong backing of the great motherland and through solid and hard work, the Macao Special Administrative Region will build on its achievements to make a new leap and create new splendors.
