The Beijing Municipal Commerce Bureau released new measures to attract and support Beijing-headquartered companies, emphasizing streamlined services for multinationals, R&D centers, specialized firms in trade, culture, and tech, and industry role models.
The new policy categorizes companies into the aforementioned six types. Regional HQs of multinationals and foreign-funded R&D centers will be certified by the municipal commerce bureau, while other categories require joint approval with a designated city-level work meeting based on a bureau shortlist.
At the core of the policy are eight measures for streamlining various government procedures. For talent services, foreign executives, innovators, as well as their dependents will benefit from accelerated permanent residency applications. Foreign executives, their assistant researchers, and visiting staff at multinational HQs will enjoy streamlined visa processing.
On the innovation front, Beijing will permit Beijing-headquartered firms to fast-track research material imports through the biomedical sector's import "white list" program. Eligible companies are now encouraged to tap into municipal incubators, bid for government research contracts, and form innovation consortiums with universities and academic institutions. The policy also enhances tax deductions for R&D spending and prioritizes patent examinations.
Beijing will also ease capital flows for locally headquartered companies, facilitating cross-border RMB transactions and supporting qualified firms in operating integrated multi-currency cash pools.
For data management, the city offers qualified firms fast-track data export services. Companies outside the pilot free trade zone can now join a pilot program with customized data export rules to enjoy facilitated services. Beijing-headquartered companies can now also transfer employee data across borders more easily under a new streamlined certification system, with a single approval covering multiple transfers within company groups.
