As I said during my visit to Russia last March, I hope the two sides will seize the opportune time of early spring to plough and hoe and reap a bumper harvest not only for our bilateral relations but also for peace and development in the world. |

| 第一，共同采取負(fù)責(zé)任的宏觀經(jīng)濟(jì)政策。首先是辦好自己的事，確保本國(guó)經(jīng)濟(jì)不出大問(wèn)題，并通過(guò)積極的結(jié)構(gòu)改革增強(qiáng)經(jīng)濟(jì)競(jìng)爭(zhēng)力。在此基礎(chǔ)上，各方要加強(qiáng)政策協(xié)調(diào)，相互帶來(lái)正面而非負(fù)面的外溢效應(yīng)，共同應(yīng)對(duì)當(dāng)前世界經(jīng)濟(jì)金融領(lǐng)域重大風(fēng)險(xiǎn)和挑戰(zhàn)。 | First, G20 members should adopt responsible macro-economic policies. It is important that each country should, first and foremost, manage its own affairs well, keep its own economic house in order, and enhance economic competitiveness through vigorous structural reforms. On the basis of this, parties should step up policy coordination, make sure that the spillover effect of their policies are positive, not otherwise, and work together to meet the major risks and challenges in the international economic and financial fields. |
| 第二，維護(hù)和發(fā)展更加開(kāi)放的世界經(jīng)濟(jì)。各國(guó)要旗幟鮮明反對(duì)各種形式的保護(hù)主義，推動(dòng)多哈回合談判達(dá)成早期收獲，維護(hù)自由、開(kāi)放、非歧視的多邊貿(mào)易體系。推動(dòng)各國(guó)經(jīng)濟(jì)加深融合，共同建設(shè)全球價(jià)值鏈，避免造成全球市場(chǎng)分割和貿(mào)易體系分化，實(shí)現(xiàn)互利共贏發(fā)展。 | Second, the G20 should uphold and promote greater openness in the world economy. Countries should categorically oppose protectionism of all forms, promote an early harvest of the Doha Round negotiations, and safeguard a free, open and non-discriminatory multilateral trading regime. Efforts should be made to deepen economic integration among countries, build a global value chain, and avoid fragmentation of markets and trading systems. This will contribute to win-win development of all countries. |
| 第三，完善全球經(jīng)濟(jì)治理。二十國(guó)集團(tuán)要繼續(xù)致力于提高新興市場(chǎng)國(guó)家和發(fā)展中國(guó)家代表性和發(fā)言權(quán)，特別是要盡快落實(shí)國(guó)際貨幣基金組織份額和治理改革方案，并按時(shí)于2014年1月完成國(guó)際貨幣基金組織份額公式調(diào)整和新一輪份額總檢查，如期于2015年審議特別提款權(quán)貨幣籃子組成。 | Third, the G20 should work to improve global economic governance. It should continue to increase the representation and voice of emerging markets and developing countries. In particular, it should speedily implement the quota and governance reform plans for the IMF, complete on time IMF's quota formula adjustment and the next round of general quotas review by January 2014, and review the basket of currencies for special drawing rights as scheduled for 2015. |
| 第四，做發(fā)展中國(guó)家的發(fā)展伙伴。二十國(guó)集團(tuán)要充分發(fā)揮自身優(yōu)勢(shì)，在推動(dòng)解決全球發(fā)展問(wèn)題上體現(xiàn)更強(qiáng)的政治意愿，建設(shè)更加有效的全球發(fā)展伙伴關(guān)系，調(diào)動(dòng)更多經(jīng)濟(jì)資源，破解更多發(fā)展難題。 | Fourth, the G20 should strive to be a development partner for developing countries. It should fully harness its own advantage and demonstrate greater political commitment to pushing for solutions to global development issues. It should forge more effective global partnerships on development, and mobilize more economic resources to tackle a greater number of development challenges. |
