China to Strengthen IP Protection in New Century

China's top intellectual property official said today China will strengthen the implementation of international covenants with effective protection measures. China must strengthen its intellectual property legislation and law enforcement as it soon to become a WTO member, said Jiang Ying, commissioner of the State Intellectual Property Office (SIPO).

Domestic enterprises and academic institutions are encouraged to draw on patent strategies and improve patent protection. With more patented technologies, the enterprises should become more competitive internationally, Jiang said. Bioengineering and information technologies demand more professional service and an advanced legal system for intellectual property protection, Jiang said.

China's ongoing market economic restructuring provides Chinese society with a basis for carrying out modern patent systems, she said. Since the adoption of the patent law in 1985, China has made great progress. Up till February 2000, China received 1 million patent applications both from China and overseas.

The National People's Congress (NPC) Standing Committee revised the patent law in 1992, widening the scope of patent protection. The legislature is considering a second revision to patent law amendments to make them conform to international covenants.
