Attack on Family Violence

The Chongqing Municipal Committee of the Communist Party of China and the municipal government recently issued a joint circular, calling for an attack on family violence.

It brought the number of Chinese provinces and cities to create regulations preventing family violence to 13. The National People’s Congress, China’s parliament, is also modifying the existing Marriage Law to curb the rise in family violence, Xinhua News Agency reported.

According to a survey conducted by the All-China Women’s Federation, family violence exists in 30 percent of the families in the country. An estimated 100,000 families were broken up annually as a result of family violence.

A document, worked out by the women’s federation and public security bureau in Chongqing, claims that mistreatment of a wife and children by husband is not merely a family dispute, but a violation of the law.

It urges all departments to accept letters of complaint. The people’s court should handle cases in this regard promptly and give due consideration to the aggrieved women in terms of property distribution, the welfare and raising of the children and housing.

The Chongqing Municipal Women’s Federation received more than 10,000 letters of complaint, one-fifth of which involved family violence, said Chen Ming-ying, a federation official.
