PLA Official Outlines Anti-terror Policy
Xiong Guangkai, deputy chief of the General Staff of the People's Liberation Army of China, outlined in Munich Saturday China's basic anti-terror policies based on the new security concept.

In his speech entitled "Present global anti-terror situation and its prospect" at the 39th Munich Conference on Security Policy, Xiong said the new security concept featuring "mutual trust, mutual benefit, equality and cooperation" is the guideline of the Chinese government to draw up its anti-terror policies and cooperate with others in fighting terrorism.

Xiong said that in view of the new security concept, China has defined its basic anti-terror policies: condemn terrorism in any form; seek both a temporary solution and a permanent cure in the process of anti-terrorism; fight terrorism in a comprehensive way and make the United Nations play a leading role in the war.

Xiong pointed out that as one of the victims of the terrorism, China actively supports and takes part in the international anti-terrorism cooperation. Among the 12 international anti-terror conventions, China has joined 10 and signed one. Also, China has held consultations with the United States, Russia, Britain, France, Pakistan and India on anti-terrorism, and conducted with Kyrgyzstan an anti-terror military exercise in 2002.

Xiong added that China has adopted a series of effective measures to prevent terror attacks. As a responsible member of the international community, China is willing to make active efforts in order to maintain long-lasting peace and common prosperity in the world, he noted.
