Maintaining a Strategic Focus
The ability to keep a strategic focus is an indispensable leadership quality. Simply put, it entails a strategic long-term perspective to guard against any distraction in the face of unforeseen challenges or any urge to embrace unrealistic quick solutions or frequent changes of course. Xi Jinping referred to the importance of a strategic focus for the first time at the Central Economic Work Conference in 2012, and has since reiterated it on multiple occasions.
A strategic focus is especially important in addressing emerging challenges, including long-term challenges, brought about by China’s new normal in economic growth, which calls for new thinking and a series of new pilot programs, as well as by an increasingly complicated international environment.
A strategic focus is informed by an unwavering determination to stay on track towards our strategic goals. It provides ballast to ensure that reform moves proceed without disrupting economic and political stability. It helps propel our efforts to carve a new path to greater prosperity with a focus on the quality and efficiency of the implementation of our development strategies and on structural transformation.
保持戰(zhàn)略定力
戰(zhàn)略定力說的是領導者需要具備的一種能力和素養(yǎng),一種工作和思維方法。簡單地說,就是要有長遠戰(zhàn)略眼光,處亂不慌,沉得住氣,不能急于求成,不能朝令夕改。習近平第一次使用戰(zhàn)略定力這個詞,是在2012年中央經(jīng)濟工作會議上,此后他又多次強調(diào)。領導人之所以提出這個要求,是因為中國經(jīng)濟發(fā)展已經(jīng)進入新常態(tài),對新常態(tài)的認識和實踐剛剛起步,有的方面還沒有破題,需要廣泛探索,同時,中國也面臨著日益復雜的國際環(huán)境,在今后較長時期內(nèi)將面臨的重大外部挑戰(zhàn)。保持戰(zhàn)略定力,最核心的要求就是集中精力辦好自己的事,穩(wěn)字當頭,穩(wěn)中求變,穩(wěn)中求進,推動中國經(jīng)濟走出一條質(zhì)量高、效益好、結構優(yōu)的發(fā)展新路,不斷提升綜合國力。
