Innovative Development

As the first of the five concepts for development, innovative development focuses on what drives China's development. As the most critical growth driver, innovation is regarded as a means to propel the country's transition from an input-driven economy to one driven by innovation, and from relying on size and scale to one based on improved quality and increased efficiency, quickly forming the economy and development mode with innovation as the guiding and supporting force. To achieve the goals for innovative development, innovation should be placed at the center of the nation's development strategy, with consistent efforts to push for innovation in all areas, including theories, institutions, science and technology, and culture. Innovation will become an integral part of everything the CPC and the government do, and an idea that is embraced and implemented in all walks of life. 

During the 13th Five-year Plan (2016-2020) period, innovation will be used as an important approach to boost growth and reinforce creativity. In order to achieve innovative development, China plans to put in more effort in a number of areas: developing new drivers for growth, expanding space for further development, enhancing the implementation of innovation-driven development strategies, accelerating the process of agricultural modernization, transitioning to a new industrial structure and a new institutional base that facilitate development, and improving ways for macro-economic adjustment. 

創(chuàng)新發(fā)展

作為“五大發(fā)展理念”之首，創(chuàng)新發(fā)展注重的是解決中國發(fā)展的動力問題。中國把創(chuàng)新作為引領(lǐng)發(fā)展的第一動力，期望以此實現(xiàn)從要素驅(qū)動轉(zhuǎn)向創(chuàng)新驅(qū)動、從依賴規(guī)模擴(kuò)張轉(zhuǎn)向提高質(zhì)量效益，加快形成以創(chuàng)新為主要引領(lǐng)和支撐的經(jīng)濟(jì)體系和發(fā)展模式。創(chuàng)新發(fā)展的基本要求是，把創(chuàng)新擺在國家發(fā)展全局的核心位置，不斷推進(jìn)理論創(chuàng)新、制度創(chuàng)新、科技創(chuàng)新、文化創(chuàng)新等各方面創(chuàng)新，讓創(chuàng)新貫穿黨和國家一切工作，讓創(chuàng)新在全社會蔚然成風(fēng)?！笆濉逼陂g，中國將把發(fā)展基點放在創(chuàng)新上，增強自主創(chuàng)新能力，并從培育發(fā)展新動力、拓展發(fā)展新空間、深入實施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略、大力推進(jìn)農(nóng)業(yè)現(xiàn)代化、構(gòu)建產(chǎn)業(yè)新體系、構(gòu)建發(fā)展新體制、創(chuàng)新和完善宏觀調(diào)控方式等七個著力點，繪制、實施創(chuàng)新發(fā)展的路線圖。
