The System of People's Congresses

The nature of socialist democracy is embodied in the role of the people in running the country. The report to the 19th CPC National Congress emphasized the imperative to continue to uphold and improve the system of people's congresses, a fundamental institutional framework that ensures the leadership by the Party, the running of the country by the people, and the rule of law. We should support and ensure the people’s exercise of state power through people’s congresses.

We should see to it that people's congresses and their standing committees play the leading role in lawmaking, and improve the organizational and working systems of people's congresses to support and ensure the exercise of their statutory powers of enacting laws, conducting oversight, making decisions, and appointing and removing officials. We should give better play to the role of deputies to people's congresses, and enable people's congresses at all levels and their standing committees to fully perform their functions as stipulated in the Constitution and the law, and to truly represent the people and maintain close ties with them. We should improve the setup of special committees of people's congresses and the composition of their standing committees and special committees. 

人民代表大會(huì)制度

社會(huì)主義民主政治的本質(zhì)是人民當(dāng)家作主。中共十九大報(bào)告強(qiáng)調(diào)，人民代表大會(huì)制度是堅(jiān)持黨的領(lǐng)導(dǎo)、人民當(dāng)家作主、依法治國(guó)有機(jī)統(tǒng)一的根本政治制度安排，必須長(zhǎng)期堅(jiān)持、不斷完善。要支持和保證人民通過(guò)人民代表大會(huì)行使國(guó)家權(quán)力。發(fā)揮人大及其常委會(huì)在立法工作中的主導(dǎo)作用，健全人大組織制度和工作制度，支持和保證人大依法行使立法權(quán)、監(jiān)督權(quán)、決定權(quán)、任免權(quán)，更好發(fā)揮人大代表作用，使各級(jí)人大及其常委會(huì)成為全面擔(dān)負(fù)起憲法法律賦予的各項(xiàng)職責(zé)的工作機(jī)關(guān)，成為同人民群眾保持密切聯(lián)系的代表機(jī)關(guān)。完善人大專門(mén)委員會(huì)設(shè)置，優(yōu)化人大常委會(huì)和專門(mén)委員會(huì)組成人員結(jié)構(gòu)。
