脫貧攻堅(jiān)責(zé)任書
建立精準(zhǔn)扶貧工作機(jī)制是多部門參與、協(xié)同推進(jìn)的系統(tǒng)工程。中共十八大以來，精準(zhǔn)扶貧考核機(jī)制在黨的統(tǒng)一領(lǐng)導(dǎo)和決策部署下不斷完善，尤其是22個(gè)中西部省區(qū)市的一把手與中央簽訂《脫貧攻堅(jiān)責(zé)任書》，立下“軍令狀”，實(shí)現(xiàn)了有史以來最嚴(yán)格的考核督查問責(zé)機(jī)制。
2015年6月18日，習(xí)近平在貴州召開部分省區(qū)市黨委主要負(fù)責(zé)同志座談會(huì)時(shí)強(qiáng)調(diào)，各級(jí)黨委和政府要確保貧困人口到2020年如期脫貧。要實(shí)現(xiàn)2020年如期脫貧，全體人民共同邁入全面小康社會(huì)的一個(gè)重要推手就是創(chuàng)新精準(zhǔn)扶貧考核機(jī)制。為落實(shí)各層級(jí)部門扶貧責(zé)任，中央出臺(tái)精準(zhǔn)扶貧責(zé)任制實(shí)施辦法，強(qiáng)化“中央統(tǒng)籌、省負(fù)總責(zé)、市縣抓落實(shí)”的扶貧管理體制機(jī)制，構(gòu)建起責(zé)任清晰、各負(fù)其責(zé)、合力攻堅(jiān)的責(zé)任體系。目前，就有關(guān)考核機(jī)制創(chuàng)新，各級(jí)政府層層簽訂脫貧攻堅(jiān)責(zé)任書，建立年度脫貧攻堅(jiān)報(bào)告和督察制度，把脫貧攻堅(jiān)實(shí)績(jī)作為選拔任用干部的重要依據(jù)，激勵(lì)各級(jí)干部到脫貧攻堅(jiān)戰(zhàn)場(chǎng)上大顯身手，為2020年如期脫貧提供了重要保障。
Poverty Elimination Pledges
Since 2012, the mechanism for evaluating targeted poverty alleviation has been improved under the CPC leadership. The top officials of the 22 provinces, autonomous regions and municipality in central and western China have made poverty elimination pledges to the central leadership. This is the strictest evaluation and supervision ever practiced to enhance accountability.
When talking to a meeting of senior officials of some provinces, autonomous regions and a municipality held in Guizhou on June 18, 2015, Xi Jinping demanded that Party committees and governments at all levels must ensure elimination of poverty within their respective jurisdiction by 2020 as planned. For this purpose, a new evaluation mechanism is needed so that officials at all levels will take on specific duties. A poverty alleviation working mechanism is now in place, whereby the central leadership makes overall plans, provincial authorities take overall responsibility, and city and county authorities are responsible for implementation, with a clear division of responsibilities and coordination of the endeavors of the various parties.
To date, local governments have all signed pledges and now make annual reports under a supervision system for poverty elimination. The officials are encouraged to distinguish themselves in the battle against poverty, and their performance will be a major criterion for promotion.
