A Focus on Primary-Level Units

Primary-level units are the military's bedrock. While inspecting troops stationed in Kunming of Yunnan Province in January 2015, Xi Jinping reaffirmed the need to strengthen primary-level units with focus on their Party organizations, combat readiness, military training, personnel development, and implementation of rules and regulations. Addressing a CMC meeting in November 2019, Xi Jinping emphasized the importance of improving the quality of the primary-level units in areas including political awareness and loyalty to the Party, combat skills and abilities, legal compliance, and moral integrity, so as to provide a solid basis for building a strong military.

The Outlines on Strengthening Primary-level Military Units call for:

strengthening Party organizations at the primary level, by addressing issues faced by these organizations, especially strengthening their effectiveness and ability to generate innovative ideas and mobilize efforts around the Party's objectives;

stepping up military training, including function-specific training and organization of combat skills contests, cultivating a strong fighting spirit, and developing an inspiring military culture;

building a sense of ownership among all service members and promoting democratic practices in all aspects of military life to encourage the rank and file to realize their full potential; and

strengthening compliance with rules and regulations and political ethics education at the primary level to create an environment that rewards integrity, and implementing law-based governance measures to build well-disciplined and stable troops.

全面推進(jìn)基層建設(shè)

基層是部隊全部工作和戰(zhàn)斗力的基礎(chǔ)。2015年1月，習(xí)近平視察駐昆明部隊時指出，要堅持扭住黨的組織抓基層，扭住戰(zhàn)備訓(xùn)練抓基層，扭住官兵主體抓基層，扭住厲行法治抓基層。2019年11月，習(xí)近平在中央軍委基層建設(shè)會議上強調(diào)，全面鍛造聽黨話、跟黨走的過硬基層，能打仗、打勝仗的過硬基層，法紀(jì)嚴(yán)、風(fēng)氣正的過硬基層，為推進(jìn)強軍事業(yè)提供堅實基礎(chǔ)和支撐。

按照《軍隊基層建設(shè)綱要》全面推進(jìn)基層建設(shè)，主要包括：在基層黨組織建設(shè)上用勁，提高解決自身問題、領(lǐng)導(dǎo)部隊全面建設(shè)和帶領(lǐng)官兵遂行任務(wù)的能力，增強黨組織創(chuàng)造力、凝聚力、戰(zhàn)斗力；圍繞戰(zhàn)備訓(xùn)練開展基層工作，深入開展崗位練兵、比武競賽等活動，加強戰(zhàn)斗精神培育，營造練兵打仗的濃厚氛圍；尊重官兵主體地位和首創(chuàng)精神，加強部隊政治民主、經(jīng)濟(jì)民主、軍事民主"三大民主"建設(shè)，增強基層內(nèi)生動力和工作主動性，緊緊依靠官兵把基層建設(shè)好；按照條令條例規(guī)范基層建設(shè)，狠抓經(jīng)常性思想工作和經(jīng)常性管理工作落實，營造風(fēng)清氣正的良好環(huán)境，把依法治軍作為基層建設(shè)的基本方式確立起來，保持部隊正規(guī)秩序和安全穩(wěn)定。
