A Fundamental Change to How the Military Is Run

Effective and strict implementation of law-based governance underpins the effort to build a strong military, and constitutes the central pillar of the CPC’s strategy for strengthening the armed forces. This requires a fundamental change to the way the military is run, that is, a paradigm shift from reliance on experience and administrative orders to law-based processes, and from ad hoc, stop-gap and improvised measures to a consistent and systematic approach that respects established codes and procedures.

Efforts to this end in recent years have focused on better delegation of responsibilities in the reformed organizations; rollout of lists of duties; legal awareness training; and targeted approaches to the development, management and employment of military forces in accordance with standards and regulations. This is designed to ensure that all Party committees, executive branches, military units and service members act in compliance with established rules.   

治軍方式根本性轉(zhuǎn)變

依法治軍、從嚴(yán)治軍是強(qiáng)軍之基，是中國共產(chǎn)黨建軍治軍的基本方略。深入推進(jìn)依法治軍、從嚴(yán)治軍，要求治軍方式發(fā)生一場深刻變革，實(shí)現(xiàn)從單純依靠行政命令的做法向依法行政的根本性轉(zhuǎn)變，從單純靠習(xí)慣和經(jīng)驗(yàn)開展工作的方式向依靠法規(guī)和制度開展工作的根本性轉(zhuǎn)變，從突擊式、運(yùn)動(dòng)式抓工作的方式向按條令條例辦事的根本性轉(zhuǎn)變。近年來，中國軍隊(duì)科學(xué)設(shè)置機(jī)構(gòu)，建立職責(zé)清單，強(qiáng)化官兵法治素養(yǎng)，軍隊(duì)建設(shè)、管理和作戰(zhàn)行動(dòng)日益標(biāo)準(zhǔn)化、規(guī)范化、精細(xì)化，全軍逐步形成黨委依法決策、機(jī)關(guān)依法指導(dǎo)、部隊(duì)依法行動(dòng)、官兵依法履職的良好局面。
