Civilian Personnel in the Military

Civilian personnel are an important source of military manpower, and an integral part of the PLA, as per the Regulations on Civilian Personnel in the Military as revised in September 2017. The regulations provide for a civilian personnel management system, including civilian personnel compensation and benefits schemes, which corresponds to and compares favorably with the national civil service and public institutions.

The military’s first-ever recruitment examination for civilian personnel open to the public was held in July 2018. The use of civilians in the military attests to progress in reforming the military’s human resource policies, and contributes significantly to improving the military’s personnel composition and development.   

文職人員制度

文職人員是現(xiàn)代軍隊的重要人力資源。2017年9月，國務院、中央軍委公布施行新修訂的《中國人民解放軍文職人員條例》，將文職人員列為軍隊人員的重要組成部分，建立與國家公務員和事業(yè)單位工作人員制度相銜接、具有比較優(yōu)勢的文職人員管理和保障制度。2018年7月，中國軍隊首次面向社會公開招考文職人員。實行文職人員制度，是推進軍事人力資源政策制度改革的重大創(chuàng)新，對優(yōu)化軍事力量構成、提高軍事人力資源開發(fā)使用效益意義重大。
