Innovation as a Strategic Tool

In his speech to the meeting celebrating the 90th anniversary of the founding of the PLA on August 1, 2017, Xi Jinping emphasized the strategic importance of scientific and technological innovation in building a strong military.

Guided by a national strategy for innovation-driven development, a strategic focus on innovation calls for self-reliance, perseverance, and willpower to reinvent ourselves in our push to develop proprietary core technologies and new weaponry systems. Science and technology will contribute more to a stronger military with greater capability.

An innovation strategy is being implemented across the military to build up and leverage existing strengths, and promote innovation in new areas, especially strategically important areas, such as the development and application of frontier technologies. Significant progress has been made in this regard, with an impressive array of research results, such as the rollout of the Tianhe-2 supercomputer.

2017年8月1日，習近平在慶祝中國人民解放軍建軍90周年大會上發(fā)表重要講話，強調要全面實施科技興軍戰(zhàn)略，堅持自主創(chuàng)新的戰(zhàn)略基點。堅持自主創(chuàng)新的戰(zhàn)略基點，是在國家創(chuàng)新驅動發(fā)展戰(zhàn)略指導下，發(fā)揚自力更生、自強不息、自我革新的意志和精神，堅持創(chuàng)新這個發(fā)展基礎，努力建立和完善擁有自主知識產(chǎn)權的核心技術和武器裝備體系，不斷提高科技創(chuàng)新對人民軍隊建設和戰(zhàn)斗力發(fā)展的貢獻率。中國軍隊加快實施科技興軍戰(zhàn)略，鞏固和加強優(yōu)勢領域，加大新興領域創(chuàng)新力度，一些戰(zhàn)略性、前沿性技術自主創(chuàng)新取得重要進展，成功研制天河二號超級計算機等一批高技術成果。
