International Defense Tenders
International defense tenders are necessary to meet the military's needs. Tenders are conducted by militaryprocurement offices or through international agents according to established procedures and rules, to invite potential international suppliers to bid and to award contracts to the most competitive bidders.
International tendering is required under the World Trade Organization's Government Procurement Agreement to which China is a party. It also helps build a cost-effective military procurement system. Fair competition better ensures efficient acquisition of necessary material and services. Since 1998, international tenders have been increasing in defense-related procurement. Tender procedures and mechanisms have steadily improved. The expanding use of global tenders has attracted an increasing number of multinational corporations to bid for China's defense contracts.

軍事采購國際招標(biāo)是軍隊(duì)為滿足建設(shè)發(fā)展需要,由軍隊(duì)采購機(jī)構(gòu)或者委托國際招標(biāo)代理機(jī)構(gòu),按照規(guī)定的程序和組織方法,在國際范圍內(nèi)吸引潛在供應(yīng)商參與競爭,從中擇優(yōu)選定供應(yīng)商的采購方式。組織軍事采購國際招標(biāo),既是適應(yīng)中國加入WTO政府采購協(xié)定(GPA)的必然要求,也是提升軍事采購保障效益的有效途徑,能夠有效促進(jìn)軍事采購公平競爭,豐富軍事采購保障資源。自1998年以來,中國軍事采購國際招標(biāo)發(fā)展迅速,組織程序和手段機(jī)制不斷成熟完善,國際招標(biāo)的范圍和規(guī)模不斷擴(kuò)大,越來越多的跨國公司積極參與中國軍事采購國際招標(biāo)活動。
