Discontinuing the Military's Income-Generating Services

At a meeting on reform in November 2015 the CMC decided to discontinue all income-generating services in the military. In February 2016 the CMC issued an official circular banning all income-generating activities within the military and the PAP. In May 2018 the General Office of the Central Committee, the General Office of the State Council, and the General Office of the CMC issued the guidelines for discontinuing income-generating activities in the military, mandating a complete end to all public-oriented, for-profit activities within the PLA and the PAP at all levels and their affiliated institutions. As of June 2018, such activities across 15 industries, including real estate leasing, agricultural production, and hospitality, had been discontinued. More than 100,000 income-generating service entities were closed before specified deadlines. The goal of separating the military from business has basically been achieved. 

軍隊(duì)全面停止有償服務(wù)

2015年11月，中央軍委召開(kāi)改革工作會(huì)議，決定軍隊(duì)全面停止開(kāi)展對(duì)外有償服務(wù)。2016年2月中央軍委印發(fā)《關(guān)于軍隊(duì)和武警部隊(duì)全面停止有償服務(wù)活動(dòng)的通知》，2018年5月中共中央辦公廳、國(guó)務(wù)院辦公廳、中央軍委辦公廳印發(fā)《關(guān)于深入推進(jìn)軍隊(duì)全面停止有償服務(wù)工作的指導(dǎo)意見(jiàn)》，確定到2018年年底前，全面停止解放軍和武警部隊(duì)各級(jí)機(jī)關(guān)、部隊(duì)及其所屬事業(yè)單位開(kāi)展的一切以營(yíng)利為目的、單純?yōu)樯鐣?huì)提供服務(wù)的項(xiàng)目。截至2018年6月，軍隊(duì)各級(jí)機(jī)關(guān)、部隊(duì)及其所屬事業(yè)單位從事的房地產(chǎn)租賃、農(nóng)副業(yè)生產(chǎn)、招接待等15個(gè)行業(yè)的有償服務(wù)活動(dòng)基本停止，超過(guò)10萬(wàn)個(gè)有償服務(wù)項(xiàng)目按期停止，軍隊(duì)不從事經(jīng)營(yíng)活動(dòng)的目標(biāo)基本實(shí)現(xiàn)。
