The Regulation System for the Use of Natural Resources

This system regulates the use of all natural resources within the territorial space for the purposes of daily life, work and eco-environmental conservation. Whoever owns them must develop the natural resources in line with relevant rules, and cannot change the purpose arbitrarily.

The 18th CPC Central Committee, at its third plenary session in 2013, decided to improve this system. The Regulations on the Use of the Natural Ecological Space, issued by the Ministry of Land and Resources in March 2017, set requirements regarding use control, conservation, restoration, implementation, monitoring and assessment in line with the principles of prioritizing the eco-environment, regional coordination, classification of natural resources, and concerted efforts of all sectors. 

This regulation system is an important component of the system of institutions for building an eco-civilization. It is an institutional structure for promoting green development.

自然資源用途管制制度

自然資源用途管制制度，即國(guó)家對(duì)國(guó)土空間內(nèi)的自然資源按照生活空間、生產(chǎn)空間、生態(tài)空間等用途或功能進(jìn)行監(jiān)管，表明一定國(guó)土空間里自然資源無(wú)論所有者是誰(shuí)，都要按照用途管制規(guī)則進(jìn)行開(kāi)發(fā)，不能隨意改變用途。

2013年11月，中共十八屆三中全會(huì)通過(guò)《中共中央關(guān)于全面深化改革若干重大問(wèn)題的決定》，提出要健全自然資源用途管制制度。2017年3月，國(guó)土資源部印發(fā)《自然生態(tài)空間用途管制辦法（試行）》，堅(jiān)持生態(tài)優(yōu)先、區(qū)域統(tǒng)籌、分級(jí)分類(lèi)、協(xié)同共治的原則，在自然生態(tài)空間用途管控、維護(hù)修復(fù)、實(shí)施保障、監(jiān)測(cè)評(píng)估等方面作出要求。自然資源用途管制制度是中國(guó)生態(tài)文明制度體系的重要組成部分，是促進(jìn)綠色發(fā)展的一項(xiàng)重要制度安排。
