Departments of the CPC

According to the Regulations on the Departments of the CPC, these departments are the political organs through which the Party exercises political, theoretical and organizational leadership. They are responsible for implementing the decisions and plans of the Party's Central Committee and local Party committees at all levels, exercising the Party's leadership, and enhancing the Party's development.

These mainly include general offices (offices), functional departments, administrative bodies, and dispatched representative offices.

The general office (office) of a Party committee oversees the implementation of the committee's decisions and plans, coordinates relevant work, and attends to specific affairs to ensure the committee's functioning.

The functional departments of a Party committee are responsible for the committee's work in specific sectors. They perform separate management, formulate relevant policies and regulations and ensure their implementation, and coordinate and guide the work in their respective sectors. 

The administrative bodies of a Party committee are responsible for handling major affairs in specific sectors. They are the permanent bodies of the deliberative and coordinating offices that are set up to lead and coordinate important work that involves different fields and departments. They offer comprehensive services on behalf of the said offices and may undertake special management duties in line with relevant regulations.

The Party committees may dispatch representative offices to strengthen leadership over certain fields, industries, and sectors on their behalf in line with relevant regulations.

The leadership of all the above-mentioned departments is empowered to make decisions in a law-based and democratic manner. Decision-making on major issues is preceded by procedures such as survey and research, opinion soliciting, specialist appraisal, review of legal compliance, and collective discussion.

中國共產(chǎn)黨工作機關(guān)

《中國共產(chǎn)黨工作機關(guān)條例（試行）》指出，黨的工作機關(guān)是黨實施政治、思想和組織領(lǐng)導(dǎo)的政治機關(guān)，是落實黨中央和地方各級黨委決策部署，實施黨的領(lǐng)導(dǎo)、加強黨的建設(shè)、推進黨的事業(yè)的執(zhí)行機關(guān)，主要包括辦公廳（室）、職能部門、辦事機構(gòu)和派出機關(guān)。

黨委辦公廳（室）是黨委的綜合部門，負責(zé)推動黨委決策部署的落實，按照黨委要求協(xié)調(diào)有關(guān)方面開展工作，承擔(dān)黨委運行保障具體事務(wù)。

黨委職能部門是負責(zé)黨委某一方面工作的主管部門，按照規(guī)定行使相對獨立的管理職能，制定相關(guān)政策法規(guī)并組織實施，協(xié)調(diào)指導(dǎo)本系統(tǒng)、本領(lǐng)域工作。

黨委辦事機構(gòu)是協(xié)助黨委辦理某一方面重要事務(wù)的機構(gòu)，一般是指黨委為加強跨領(lǐng)域、跨部門重要工作的領(lǐng)導(dǎo)和組織協(xié)調(diào)而設(shè)立的議事協(xié)調(diào)機構(gòu)的常設(shè)辦事機構(gòu)，承擔(dān)議事協(xié)調(diào)機構(gòu)的綜合性服務(wù)工作，可以根據(jù)有關(guān)規(guī)定履行特定管理職責(zé)。

黨委派出機關(guān)是黨委為加強對特定領(lǐng)域、行業(yè)、系統(tǒng)領(lǐng)導(dǎo)而派出的工作機關(guān)，根據(jù)有關(guān)規(guī)定代表黨委領(lǐng)導(dǎo)該領(lǐng)域、行業(yè)、系統(tǒng)的工作。

黨的工作機關(guān)領(lǐng)導(dǎo)班子應(yīng)當(dāng)科學(xué)決策、民主決策、依法決策。對重大事項的決策，一般應(yīng)當(dāng)經(jīng)過調(diào)查研究、征求意見、專業(yè)評估、合法合規(guī)性審查和集體討論決定等程序。
