Four Strong Cards for Henan's Development

During his inspection of Henan in May 2014, Xi Jinping urged the province to play its "four cards" well with a view to accelerating the transformation of the economic growth model and improving the overall quality and competitiveness of the economy. The "four cards" refer to optimizing and upgrading the industrial structure by developing advantageous industries, promoting innovation- driven development by building an independent innovation system, fostering new development strengths by enhancing basic capabilities, and advancing people-centered new urbanization. In this process, Henan needs to address issues of immediate concern to the people, such as education, employment, social security, and medical and health care, so that the people will enjoy a better life as the province expands its space for development.

Xi's remarks on the "four cards" provide effective strategic guidance to Henan as they target the prominent problems and key issues in its development and match its reality. To play these four cards well will support the province in implementing the new development philosophy, deepening the supply-side structural reform, and promoting high-quality development. The province has endeavored to turn its strengths into a sustained driving force for healthy and rapid socioeconomic development.

At present, Henan is focusing on high-quality manufacturing development, propelling the green transformation of traditional industries, expanding and upgrading leading industries, and cultivating and strengthening emerging ones. Its equipment manufacturing and food-making industries are producing an output value of one trillion yuan, AI and digital economy are generating new vitality, and industrial structure has made a historic change from being dominated by secondary industry to by tertiary industry. While taking technological innovation as the primary driving force, the province is seeing the Zhengzhou-Luoyang-Xinxiang National Innovation Demonstration Zone playing a leading role, the National Bio-breeding Innovation Center and the National Agricultural Machinery and Equipment Innovation Center under construction, and the National Supercomputing Center in Zhengzhou coming into operation upon completion. This has added a stronger impetus to local development. Henan is working to build a logistics hub connecting Chinese and foreign markets and linking China's eastern, central and western regions. It is also building a modern comprehensive and multi-dimensional transportation hub and future- oriented, new-type infrastructure. This will further benefit its logistics industry that is already one of the best in China. The province is also quickening its pace to build a people- centered modern urban system focusing on the Central Plains cities and featuring coordinated development of large, medium-sized and small cities as well as small towns.

Henan is taking steps in an array of key industries, including equipment manufacturing, green food, new materials, electronic information, energy conservation and environmental protection, modern textiles, green building materials, auto-making, biomedicine, and modern chemical industry. It is expected that by 2025, the province's basic industrial capacity and industrial chain modernization will lead the country, with several industrial clusters with an annual output value exceeding one trillion yuan, a number of emerging industrial clusters with an annual output value exceeding 100 billion yuan, and a group of enterprises with an annual output value exceeding 10 billion yuan.

2014年5月，習(xí)近平在河南省考察時(shí)提出希望河南省圍繞加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式和提高經(jīng)濟(jì)整體素質(zhì)及競(jìng)爭(zhēng)力，著力打好以發(fā)展優(yōu)勢(shì)產(chǎn)業(yè)為主導(dǎo)推進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)，以構(gòu)建自主創(chuàng)新體系為主導(dǎo)推進(jìn)創(chuàng)新驅(qū)動(dòng)發(fā)展，以強(qiáng)化基礎(chǔ)能力建設(shè)為主導(dǎo)推進(jìn)培育發(fā)展新優(yōu)勢(shì)，以人為核心推進(jìn)新型城鎮(zhèn)化的“四張牌”，著力解決好教育、就業(yè)、社會(huì)保障、醫(yī)療衛(wèi)生等人民群眾的切身利益問題，在拓展更大更廣發(fā)展空間的同時(shí)，努力讓人民過上更好的生活。“打好四張牌”把準(zhǔn)了河南省發(fā)展脈搏，切中河南省發(fā)展的突出矛盾和重大關(guān)鍵問題，符合河南省發(fā)展實(shí)際，具有很強(qiáng)的思想性、戰(zhàn)略性、針對(duì)性和指導(dǎo)性。

河南省把“打好四張牌”作為落實(shí)新發(fā)展理念、深化供給側(cè)結(jié)構(gòu)性改革、推進(jìn)高質(zhì)量發(fā)展的關(guān)鍵舉措，奮力推動(dòng)發(fā)展優(yōu)勢(shì)轉(zhuǎn)化為發(fā)展勝勢(shì)、匯聚成發(fā)展強(qiáng)勢(shì)，推動(dòng)社會(huì)經(jīng)濟(jì)健康快速發(fā)展。目前，河南省以制造業(yè)高質(zhì)量發(fā)展為主攻方向，統(tǒng)籌推進(jìn)傳統(tǒng)產(chǎn)業(yè)綠色轉(zhuǎn)型、主導(dǎo)產(chǎn)業(yè)擴(kuò)容提質(zhì)和新興產(chǎn)業(yè)培育壯大，裝備制造、食品制造正在躍向萬億級(jí)產(chǎn)業(yè)，人工智能、數(shù)字經(jīng)濟(jì)帶來新的活力，產(chǎn)業(yè)結(jié)構(gòu)實(shí)現(xiàn)由“二三一”到“三二一”的歷史性轉(zhuǎn)變；把科技創(chuàng)新作為第一動(dòng)力，鄭洛新國(guó)家自主創(chuàng)新示范區(qū)引領(lǐng)作用不斷增強(qiáng)，國(guó)家生物育種產(chǎn)業(yè)創(chuàng)新中心、國(guó)家農(nóng)機(jī)裝備創(chuàng)新中心獲批建設(shè)，國(guó)家超級(jí)計(jì)算鄭州中心建成投用，發(fā)展動(dòng)能顯著增強(qiáng)；著力構(gòu)建連通境內(nèi)外、輻射東中西的物流通道樞紐、現(xiàn)代立體綜合交通樞紐和引領(lǐng)未來的新型基礎(chǔ)設(shè)施體系，河南物流業(yè)已邁入全國(guó)第一方陣；加快構(gòu)建以人為核心、以中原城市群為主體、大中小城市和小城鎮(zhèn)協(xié)調(diào)發(fā)展的現(xiàn)代城鎮(zhèn)體系。

河南省還聚焦裝備制造、綠色食品、新型材料、電子信息、節(jié)能環(huán)保、現(xiàn)代輕紡、綠色建材、汽車制造、生物醫(yī)藥、現(xiàn)代化工等重點(diǎn)產(chǎn)業(yè)，預(yù)期到2025年，全省產(chǎn)業(yè)基礎(chǔ)能力和產(chǎn)業(yè)鏈現(xiàn)代化水平達(dá)到國(guó)內(nèi)一流，形成數(shù)個(gè)萬億級(jí)產(chǎn)業(yè)集群、一批千億級(jí)新興產(chǎn)業(yè)集群和百億級(jí)企業(yè)。
