Ecological Protection and High-Quality Development of the Yellow River Basin

Protecting the Yellow River concerns the rejuvenation and sustainable development of the Chinese nation. In harnessing the Yellow River, protection and governance assume equal importance. Since the 18th National Congress of the CPC in 2012, progress both in quantity and quality has been achieved in the Yellow River basin in terms of eco-protection, economic development, industrial integration, construction of city clusters and central cities, and rural revitalization.

In September 2019, Xi Jinping presided over a meeting in Zhengzhou on the eco-protection and high-quality development of the Yellow River basin. He emphasized the basin's pivotal role as a vital ecological screen and economic belt in China's socioeconomic development and ecological security. In October 2021, the CPC Central Committee and the State Council issued the Outline of the Ecological Protection and High-quality Development Plan of the Yellow River Basin, which laid out the priorities, key factors, development model, policies and measures, and supporting systems for the endeavors.

To implement this national plan, the nine provinces and autonomous regions along the Yellow River are accelerating green industrial development and further aligning innovative resources with production factors for high-quality development.

Henan holds an important position in the Yellow River basin and China's new development dynamic. With a population of more than 100 million and producing one quarter of wheat and one tenth of grain for the country, the province plays an irreplaceable part in ensuring national food security. The unique landforms along the Yellow River set the riverside regions an arduous task in promoting ecological conservation in the river basin. Since the basin's eco-protection and high-quality development was made a major national strategy, Henan has set the goals to develop an eco-protection demonstration zone, a high-quality development pioneer zone, and a zone for preservation and innovative development of the Yellow River culture. It will rely more on innovation as a driving force and move faster to establish green manufacturing and service systems in pursuit of integrated development of city clusters powered by the construction of the Zhengzhou metropolitan area.

黃河流域生態(tài)保護(hù)和高質(zhì)量發(fā)展

保護(hù)黃河是事關(guān)中華民族偉大復(fù)興和永續(xù)發(fā)展的千秋大計(jì)。治理黃河，重在保護(hù)，要在治理。中共十八大以來(lái)，黃河流域生態(tài)保護(hù)、經(jīng)濟(jì)發(fā)展、產(chǎn)業(yè)融合、城市群和中心城市建設(shè)、鄉(xiāng)村振興等方面取得諸多成績(jī)，初步實(shí)現(xiàn)了量和質(zhì)的融合發(fā)展。

2019年9月，習(xí)近平在河南省鄭州市主持召開(kāi)黃河流域生態(tài)保護(hù)和高質(zhì)量發(fā)展座談會(huì)時(shí)強(qiáng)調(diào)，黃河流域是中國(guó)重要的生態(tài)屏障和重要的經(jīng)濟(jì)地帶，在國(guó)家經(jīng)濟(jì)社會(huì)發(fā)展和生態(tài)安全方面具有十分重要的地位。2021年10月，中共中央、國(guó)務(wù)院印發(fā)《黃河流域生態(tài)保護(hù)和高質(zhì)量發(fā)展規(guī)劃綱要》，對(duì)流域生態(tài)保護(hù)和高質(zhì)量發(fā)展過(guò)程的重點(diǎn)方向、關(guān)鍵要素、發(fā)展模式、政策措施、支撐體系等進(jìn)行了綱領(lǐng)性規(guī)劃。

在黃河流域生態(tài)保護(hù)和高質(zhì)量發(fā)展這一重大國(guó)家戰(zhàn)略指引下，沿黃各省區(qū)正進(jìn)一步高效推動(dòng)產(chǎn)業(yè)綠色發(fā)展，強(qiáng)化創(chuàng)新資源與生產(chǎn)要素的高效融合，以真正實(shí)現(xiàn)黃河流域高質(zhì)量發(fā)展。

河南省在黃河流域以及新發(fā)展格局中的地位舉足輕重。河南省承載了全國(guó)1億多人口、全國(guó)1/4的小麥產(chǎn)量和全國(guó)1/10的糧食產(chǎn)量，承擔(dān)著保障國(guó)家糧食安全的重大任務(wù)。河南省沿黃區(qū)域是地形地貌特征最為特殊的地區(qū)，在黃河全流域生態(tài)文明建設(shè)中肩負(fù)了特殊使命和艱巨任務(wù)。黃河流域生態(tài)保護(hù)和高質(zhì)量發(fā)展上升為重大國(guó)家戰(zhàn)略以來(lái)，河南省提出打造黃河生態(tài)保護(hù)示范區(qū)、黃河高質(zhì)量發(fā)展引領(lǐng)區(qū)、黃河文化傳承創(chuàng)新區(qū)，強(qiáng)化創(chuàng)新動(dòng)力，加快建設(shè)綠色制造體系和服務(wù)體系，逐步構(gòu)建以鄭州都市圈建設(shè)為核心引擎的都市圈一體化發(fā)展體制機(jī)制。
