Born in Shanghai, Duan Xiaoying obtained her BEc and MBA degrees from Shanghai International Studies University and the University of Wisconsin-Madison, the U.S. Since graduation in 1996, Duan began her career in General Electric Company (GE).

In 2000, Duan joined the plastics group of GE, and was appointed as the group's marketing director of Greater China and the Asia-Pacific Region. From March to December 2006, Duan became president of the Greater China region of GE Toshiba Silicones Co., Ltd. In October of 2010, GE appointed Duan Xiaoying as its president and CEO in Healthcare China, putting her in charge of implementing the company's business strategies on Chinese mainland.
